Urgency of the research. The evidence of an institutional crisis in education becomes undeniable under the globalized sociality, which is formed due to technical singularity, virtualization of reality, network communication, digitalization, etc. Taking into account the global pandemic and the quarantine measures introduced, almost uncontrolled changes that form a “different” new model of education, both in terms of the functioning of a social institution and in the context of a system for ensuring its quality, are taking place.

Target setting. The multifunctionality of the process of ensuring the quality of higher education requires harmonization of organizational, managerial, socio-cultural, economic-and-legal, moral-and-ethical components of the educational institution in the context of global social evolution.

Actual scientific researches and issues analysis. The institutional foundations of the transformation and modernization of higher education in Ukraine were considered in the works of V. Andrushchenko, A. Kuklin, S. Kutcepal, V. Shamray, S. Shchublo, etc. Among domestic studies of the problems of ensuring the quality of higher education, the works of I. Babin, A. Vasyliuk, M. Day, A. Ilnytsky, S. Kalashnikova, G. Klimova, V. Ryabchenko and others are distinguished. Theoretical and practical issues of classical and neoclassical institutionalism are presented in the works of famous scholars: D. Bell, O. Williamson, J. Galbraith, D. North, J. Salmi, J. Hodgson, and others.

The research objective. To consider the quality ensuring system of higher education as a component of an educational institution, which requires a rethinking of value guidelines, traditional epistemological practices (for example, the ratio of the concepts of “information – knowledge”), management principles, the effectiveness of level-criteria assessment, global dangers and opportunities.

The statement of basic materials. The theory of institutionalism, characteristic of multidisciplinary research allows us to consider the educational institution in its direct and tangent, or hidden, interaction with other social institutions, to identify internal contradictions, to explain the nature of the emergence of new phenomena. The focus is precisely on understanding the risks and prospects of the institution of ensuring the quality of higher education in order to minimize and to prevent unforeseen results and consequences.

Conclusions. The effective process of ensuring the quality of higher education is possible not only due to institutional overload, but also due to the evolution of higher education under the influence of social changes.
