Urgency of the research. Under martial law, a preschool institution organizes and creates a safe educational environment and ensures the provision of quality education. As an entity implementing the educational function of the state, in order to guarantee the quality of education, the institution creates an internal quality assurance system, which provides for the definition and publication of criteria, rules and evaluation of students and pedagogical activities.

Target setting. The educational activity of an institution as an activity of a collective entity is manifested in its planning, prediction of intermediate and final results, coordination and adjustment of professional actions, and implementation of the educational process. The annual work plan of the institution is the main document that regulates its activities. The defined goal of the educational activity of the institution is a systemic factor in organizing the actions of all employees of the institution.

Actual scientific researches and issues analysis. The purpose, goals, and objectives of activity are studied as categories of philosophy and pedagogy (V. Abroskin, I. Malafiyik, I. Prokop, D. Pryimachenko, V. Shynkaruk). A goal is defined as a future result of activity and a way of combining different actions into a certain system, as a description of the main features of the desired result. In pedagogy, another structural level is distinguished between the goal and the tasks - the goals of education (I. Malafiyik). Learning goals have two characteristics: hierarchical and diagnostic.

The research objective. Objective - to substantiate the feasibility of forming the goal of educational activity of preschool education institution for the year, using the criteria for setting SMART tasks for this purpose; to modify the SMART criteria.

The statement of basic materials. The necessity of determining the purpose of educational activity of preschool education institution for the year is substantiated, a typical example of determining the tasks for the year by an educational institution is analyzed. The SMART criteria have been modified. The version of SMART criteria proposed by the author includes the following: relevance, measurability, coherence, environmental friendliness, hierarchy, specificity, realism, relevance, executive, and time.

Conclusions. Formation of the goal of the preschool education institution for the year is a necessary condition for ensuring the quality of education. It is important to assess the quality of the goal at the stage of assessing the quality of education provided by the institution. In order to monitor the quality of education, it is proposed to use a modified version of the SMART criteria for preschool education institutions, which can also be used at the stage of forming the purpose, goals, objectives of the educational activities of the preschool education institution for the year.
